The Prime Minister of Pakistan, Imran Khan, launched a very affordable housing project on 10th October 2018 named NPHP “Naya Pakistan Housing Programme”. The very purpose of this scheme was to alleviate the country’s housing shortfall of close to 10 million houses, with 0.7 million houses added to this need each year. This NPHP scheme gives you an opportunity to buy your own house at a very affordable cost.

Despite this Naya Pakistan Housing Scheme is providing affordable houses to the underprivileged, but it also helps in creating millions of jobs. There are almost 40 industries that are directly involved in real estate. It has been estimated that this project can provide as many as 6 million jobs and can also create demand in real estate related industries. Another spark to the NPHP is that it can also draw a significant amount of Foreign Direct Investment (FDI).

- This program aims to increase the buying power by providing loans of longer tenure of about fifteen to twenty years.
- It can help in cutting down major construction costs by standardizing design and specifications and cutting down the approval time.
- The scheme aims to develop new communities with access to the foundation.
- A major cut down in the upfront cost of the builders by granting them the land in instalments and minimum time for consents and infrastructure before the start of construction.
- Naya Pakistan Housing scheme is also willing to provide the loans to the builder so that they can focus on completing the houses in a short amount of time, along with improving their ROI. Additionally, reducing the investment period, the overall cost for the end consumer the main objective of this Naya Pakistan Housing Scheme.
It is to be noted that the adoption of the above mentioned features have led to 15 to 20% lower than the modern market price and by providing long term loans we would heighten the number of houses for the people who can afford housing by 100% in the first three years.
In which areas is this program for/ or is being implemented?
After the launch of the project, a registration form for Naya Pakistan Housing Programme(NPHP) was created by the National Database Registration Authority (NADRA). The sole purpose of this form is to collect data that will form the basis of housing specifications, including designs, prices, and sites for the applicants.
On the initial basis, the pilot project has been chosen for the seven different districts of Pakistan, those districts are:

- Quetta
- Gilgit

What is PHATA and what does it have to do with the(NPHP) Naya Pakistan Housing Programme?
PHATA stands for Punjab Housing and Town Planning Agency. The Housing and Physical Planning (H & PP) was built under the administrative control of Housing & Physical Planning Department during 1973 and was later revamped as Punjab Housing and Town Planning Agency (PHATA) under the PHATA Decree, 2002.
What are the main functions of PHATA?
These are a few of the main functions of PHATA:
They are responsible for the identification of the land and other areas for the development of low income and low-cost housing schemes. They also deliver technical support to the district governments and the Tehsil Municipal Administration.
We also see PHATA taking part in facilitating public and private partnerships or ventures in housing. They also plan and provide affordable, cost-efficient housing schemes especially for the low income group and families out of the Revolving Fund. Additionally, the organization assists provincial agencies such as Workers Welfare Board and Government Servants Housing Scheme, etc., in the areas of low cost accommodations.
How to apply for Naya Pakistan Housing Scheme?
NADRA issued the registration form of the Naya Pakistan Housing Scheme. It can be downloaded through NADRA’s official website. You can fill in the form and submit them in a list of given below offices along with the registration fee of 250 PKR only.
The seven cities where the pilot phase of the project has been started, the forms can be submitted in the following offices:
- DC Office, Sukkur.
- NADRA Registration Center, adjacent Helper Eye Hospital, Sariab Road, Quetta.
- DC Office, Gilgit.
- DC Office, old secretariat, Muzaffarabad.
- DC Office, District Court, Mingora, Swat.

Important Information for The Form Filling
While filling for the form the applicant is to mention the family’s total gross income if it is the range given below:
- Less than PKR 20K
- Somewhere between PKR 20K to 40K
- Somewhere between PKR 40,000 to 60,000
- Somewhere between PKR 60,000 to 100,000
- More than PKR 100,000
Eligibility Criteria for the Housing scheme
After the launch of the program, eligibility criteria were set for the people who can apply for this scheme. The eligibility criteria are follows:
- Only one person per family can apply, it can be either the husband or the wife
- After the filling of the form, while submitting it a fee of 250PKR is to be paid
- The families with total gross income of PKR 10 K to 25 K are preferred
- Also, the people who already independently do not own a property will be preferred.
The houses for the Naya Pakistan Housing scheme will be built in three different categories, as mentioned below:
- Middle class
- Lower Middle class
- Labor class
10-20% down payment will be charged on the initial buying.
Naya Pakistan Housing Scheme Payment Plan
For this NPHP scheme, banks are there to provide the home loan facilities on appropriate terms and conditions, and the payments can be cleared easily up to 20 years on installments.
If you have applied for this easy affordable house NPHP scheme, you will be needing to pay the first 20% as a down payment, whereas the rest of the 80% amount will be paid by the Bank, through the home financing option. Something important to be noted for the Naya Pakistan Housing Scheme payment plans, is that the owners will also have to pay an additional 10 percent markup.

Eligibility Criteria:
In order to own a NPHP house in one of the districts of Punjab, the following criteria should be met by the owner:
- His/her applying for the Naya Pakistan Housing Programme(NPHP) should be a resident of the province of Punjab. The residents of the concerned district will be given priority.
- The applicant shall not have any house or plot registered against him/her name.
- The applicant must live in the NPHP house and it cannot be sold to anyone for 5 years.
- The applicant can apply through government ration reserved for government/police/army officials (injured or martyred during duty) or through disabled quota reserved for the general public.

CDA Approves land for Naya Pakistan Housing Program(NPHP)
It has been noted that the CDA has approved almost seven acres of land for this housing project in the Mauve Area, Islamabad. Furthermore, the approval for the presenting 508 canals of land near Askari-VI to Federal Government Employees of Housing Foundation (FGEHF) for the Naya Pakistan Housing Scheme Islamabad has been given by the board. The launch of Naya Pakistan Housing Scheme Phase 3 is being planned and it will soon come into action.
Government policy on Housing Scheme
Let us now have a look on Government’s policy with respect to different areas and districts:
Punjab:
For the province of Punjab, the Housing Minister, Mian Mahmood Ur Rasheed, has started working on the low cost, and quick housing projects in eight different cities. Those eight different cities are as follows:
- Okara
- Lodhran
- Bahawalnagar
- Faisalabad
- Sialkot
- Chistian
- Chiniot
- Jhelum
KPK:
In the areas of KPK the process of land identification has been started. Furthermore, the review of lands acquisition process has also initiated for the scheme. The projects for KPK will be announced soon.
Sindh:
In the Province of Sindh, a meeting with the Sindh’s CM was held, whereas there is no Govt level initiative as yet under NPHP.
Balochistan and Gilgit/Baltistan:
A setup for NPHP on a provincial level is yet to be established. Whereas, it has been seen that a few of the housing projects has been started by the FEGHF.
Islamabad and Rawalpindi:
For thegovernment employees in Islamabad, FEGHF has launched a housing project, and more are in the pipeline. Almost 400 canals of land have been proposed at Moza Hakla, near Tarnol, Rawalpindi and almost 520 canals have been proposed at Mauza Bajnial, Tehsil Rawalpindi.
Azad Kashmir:
The housing scheme has yet to start in this region but areas for apartments have been proposed in the areas of Basnara Muzafrabad and Mirpur.
Lucky Draw for NPHP
A lucky draw for Naya Pakistan Housing Scheme was held in July 2020 and over 2 million applications and requests for the Naya Pakistan Housing Scheme were collected. Out of those 2 million, 1.6 million have been finalized and they will be going further to the 2nd round. In that 2nd round the applications will go through the NADRA database check.
Now those 1.6 million people are further waiting for a lucky draw and then they will be provided with the loans to contract houses. Now talking about the loans, loans worth 30 billion has been announced by the Prime Minister, Imran khan. People with low incomes will be able to get loans of about 300,000 PKR.
Latest Updates about NPHP Scheme
Through Lt. Gen. Anwar Ali Hyder informed it has been informed that for the left over 1.6 million applications a lucky draw will take place. Additionally, that the people/investors who can show their source of income will be able to invest in NPHP until December 31.
It has also been updated that the construction of houses began at Jalozai Housing Scheme in Nowshera, in April 2020 and a lot of allottees were given their plot possession letters during the month of April 2020.
